Licensing Requirements for Decentralised Alarm Monitoring Stations

 

  1. Under Part 3B of the Fire Safety Act, a licence is required for businesses that provide Alarm Monitoring Services. Stations that operate such services are also known as Decentralised Alarm Monitoring Stations (DECAMS).
  1. Through licenced DECAMS operators, the fire alarm monitoring system of buildings are connected to the SCDF Operations Centre. When a fire alarm is triggered at a building, the signal is sent from the building to the DECAMS operators, and then automatically transmitted to the SCDF Operations Centre.
  1. Clause 6.3.8 of the Fire Code 2023 specifies the types of buildings or premises that must be connected to SCDF Operations Centre via DECAMS.
  1. Prior to any application or renewal of DECAMS Licence, applicants must undergo a pre-application consultation with SCDF to ensure that the licensing pre-requisites are met. This pre-application consultation is held every January. Only applications accompanied by a pre-application consultation will be processed.
  1. Applications are open from 1 - 15 February every year and must be submitted within this window. For application enquiries, please email SCDF_DECAMS@scdf.gov.sg. (Please note that this email inbox is only monitored in the months of January and February.)
