Plan Approval

 

When is plan approval required?

Any person who wishes to commence or carry out any proposed fire safety works in any building shall apply in accordance with the Regulations made under the Fire Safety Act 1993 to SCDF for approval of the plans of the fire safety works. Such plans shall be prepared and submitted by Qualified Persons (QPs) who are registered architects or professional engineers on behalf of the building owners. Such fire safety works include change in design and layout of fire compartments or spaces that affect means of escape, relocation of fire safety products (e.g. hose-reels, fire alarm panels, emergency exit signs, fire doors/doors which affect the means of escape),etc.

 

If an applicant cannot ascertain the above, he is advised to approach SCDF for a free consultation.

 

SCDF provides fire safety consultations (e.g. phone, email and online) to QPs/owners. If required, face-to-face consultation will be available only by appointment. What are the accepted Code of Practice?

 

Submission Procedures and QP's declaration for the following plans:

a) Electronic Submission

You must submit your electronic submissions thru the CORENET e-Submission System.

 

b) Manual Submission

The QP or his / her representative should make the plan submission in person.

 

The following documents are required for the different types of plan submissions:

 1) Submission Requirements for Building Plans

  • One set of plan;
  • Application form (available on Downloads > Forms page);
  • Plan fees;
  • QP's declaration form;
  • Occupancy load calculations and unprotected opening calculations, where applicable;
  • Other supporting documents if any.

All plans, calculations, QP's report and application form shall be signed by the QP. All plans shall be of standard metric 'A' series sizes.

 

2) Submission Requirements for Air Conditioning & Mechanical Ventilation Plan

  • One set of plan;
  • Application form (available on Downloads > Forms page);
  • Plan fees;
  • QP's declaration form;
  • Pressurization staircase calculations and smoke control calculations where applicable;
  • Other supporting documents if any.

All plans, calculations, QP's report and application form shall be signed by the QP. All plans shall be of standard metric 'A' series sizes.

 

3) Submission Requirements for Fire Protection Plan

  • One set of plan;
  • Application form (available on Downloads > Forms page);
  • Plan fees;
  • QP's declaration form;
  • Sprinkler hydraulic calculations where applicable;
  • Other supporting documents if any.

All plans, calculations, QP's report and application form shall be signed by the QP. All plans shall be of standard metric 'A' series sizes.

 

4) Submission Requirements for Change of Use

A change of use application shall be incorporated in the building plan submission. QP is required to specify clearly in the project titles on plans and in the application forms the proposed intention of the change of use. No separate submission is required.

 

**NOTE: Fire Safety Works do not require submission to SCDF

 

Under the Fire Safety (Exemption) Order, the following fire safety works which are installed in the building works do not require submission to SCDF:
