Plan Approval

When is plan approval required?

Any person who wishes to commence or carry out any proposed fire safety works in any building shall apply in accordance with the Regulations made under the Fire Safety Act to SCDF for approval of the plans of the fire safety works. Such plans shall be prepared and submitted by Qualified Persons (QPs) who are registered architects or professional engineers on behalf of the building owners. Such fire safety works include change in design and layout of fire compartments or spaces that affect means of escape, relocation of fire safety products (e.g. hose-reels, fire alarm panels, emergency exit signs, fire doors/doors which affect the means of escape),etc.

Building plan submission to SCDF is not required if:

  1. There are no works involving fire safety issues (common examples of works that do not involve fire safety include replacement of shopfront signage, replacement of non-fire-rated doors, retrofitting works involving furniture and lightings)
  2. Any change of use of any premises which do not result in higher risks in the event of fire (Examples of changes of use which involve higher risks include:
  • change of use from office to shop resulting in higher occupant loads;
  • converting a portion of a factory space to dormitory space, which cause existing fire safety measures in the factory space to become inadequate).

If an applicant cannot ascertain the above, he is advised to approach SCDF for a free consultation.

SCDF provides free fire safety consultations (e.g. walk-in, phone, email, and online) to QPs/owners. If QPs/owners wish to seek any clarifications, he can write to SCDF QP Consultant (SCDF)  or call 1800-2865555. For any clarifications related to "Change of use of any premises", he can call 68481730.
