Launch of the ASEAN Agreement On Disaster Management And Emergency Response (AADMER) Work Programme 2021 – 2025

As the Chair of the ASEAN Committee on Disaster Management (ACDM) this year, Singapore is organising a series of meetings from 8 to 10 June 2021. This includes the 38th Meeting of the ACDM and the 6th ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Partnership Conference.

Assoc Prof Muhammad Faishal Ibrahim, Minister of State, Ministry of Home Affairs and Ministry of National Development, delivered the opening remarks at the virtual launch ceremony of the AADMER Work Programme 2021 – 2025 held this morning.

In his opening remarks, Assoc Prof Faishal said: “ASEAN has achieved good progress in the field of disaster risk management, and these have manifested in the form of projects and initiatives that have directly benefitted the peoples of ASEAN. We must continue to join efforts to further enhance the disaster resiliency of the region, making our region ever safer for all, leaving no one behind.”

One of the key highlights of this year’s ACDM is the AADMER Work Programme 2021 – 2025, which was launched today in conjunction with the 6th AADMER Partnership Conference. This is the third five-year Work Programme that has been developed since 2010, to detail the activities that each ASEAN Member State will need to institutionalise within their respective countries.

In the AADMER Work Programme 2021 – 2025, Member States aim to enhance and support ASEAN’s disaster risk reduction and disaster management capabilities through cooperation across different sectors of society, capacity building, scalable innovation, resource mobilisation, new partnerships, and stronger coordination among ASEAN Member States. The Work Programme is also aligned to global agreements such as the Sendai Framework for Disaster Risk Reduction 2015 – 2030, the Paris Agreement on Climate Change and the 2030 Agenda on Sustainable Development.

SCDF co-chairs two of the three working groups 1 that were formed to oversee the implementation of activities under the AADMER Work Programme 2021 to 2025. The three working groups are:

• Prevention and Mitigation – This working group leads the implementation of two priority programmes which are disaster risk assessment and monitoring, and prevention and mitigation. This working group is co-chaired by Thailand, Philippines and Lao PDR.
• Preparedness, Response and Recovery – This working group oversees programmes to strengthen coordination of regional responses and resilient recovery. This working group is co-chaired by Malaysia, Myanmar and Singapore.
• Global Leadership – This working group leads the implementation of programmes on knowledge management for regional resilience building and global leadership in disaster management. This working group is co-chaired by Indonesia, Singapore and Viet Nam.
