The current Product Listing Scheme (PLS) was implemented in 1998. The scheme ensures fire safety products conform to safety, reliability and performance standards. Since 15 Apr 2008, all Certification Bodies (CBs) that practice in Singapore must be accredited by the Singapore Accreditation Council (SAC) or any SAC Multilateral Recognition Arrangement (MLA) partners for certification of regulated fire safety products before they are accepted by SCDF. The CBs shall comply with the fire safety guidelines for "Certification of Regulated Fire Safety Products" issued by FSSD on 15 Apr 2008. The guidelines cover the accreditation requirements for CBs, the list of regulated fire safety products and the standards they are required to comply with. The fire safety guidelines can be found in Appendix 15 of the Code of Practice for Fire Precautions in Buildings 2013.
Any material that is intended for fire safety works, if listed under the Product Listing Scheme and its use is in compliance with the requirements stipulated in the Fire Code, would be deemed acceptable to SCDF, Fire Safety & Shelter Department (FSSD). No separate approval is needed.
Currently, there are 3 accredited CBs accepted by SCDF for certifying regulated fire safety products/materials under the Product Listing Scheme. They include :
a. TUV SUD PSB Pte Ltd
b. Setsco Services Pte Ltd
c. Singapore Test Services
 SAC MLA partners refer to Pacific Accreditation Cooperation (PAC) and International Accreditation Forum (IAF) MLA members. There is an agreement amongst the member countries to accord recognition to CBs in their country if the CBs are accredited by MLA.
