4th ASEAN Ministerial Meeting on Disaster Management 2016
13 October 2016, Singapore – Parliamentary Secretary for Home Affairs, Mr Amrin Amin, led a Singapore delegation of SCDF officials, to attend the 4th ASEAN Ministerial Meeting on Disaster Management and 5th Conference of Parties (COP) to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), in Manado, Indonesia on 13 October 2016.
The ASEAN Ministers discussed the progress and implementation of the AADMER Work Programme and the strategies for AADMER Vision 2025 to form a disaster-resilient and safer ASEAN community. The Ministers also discussed the way forward to realise the objectives of the Declaration of One ASEAN One Response which was signed by ASEAN Leaders on 6 September 2016 during the 28th – 29th ASEAN Summits in Vientiane, Laos.
Parliamentary Secretary Amrin expressed Singapore’s commitment to developing ASEAN’s disaster management capacity. He said that Singapore would "contribute actively to establish ASEAN as a global leader in disaster management."
Singapore, through the Singapore Civil Defence Force (SCDF), leads two of the five Working Groups under the AADMER and has played a key role in enhancing the disaster response capabilities of ASEAN Member States and developing thought leadership on disaster management in ASEAN. Singapore has also been instrumental in the development of the ASEAN Joint Disaster Response Plan, which provides a common framework to deliver timely, at-scale, and collective joint response through mobilisation of required assets and capacities as well as a coordinated response.
SCDF also conducted the Strategic Policy Dialogue on Disaster Management in August 2016, focusing on innovative partnership with the private sector. The Dialogue, aimed at harnessing the collective resources and capabilities of the private sector to enhance the humanitarian assistance and disaster relief efforts in ASEAN, saw participation by representatives from the various sectors, many of whom pledged their support to contribute actively to the humanitarian landscape.
