21 Jan 2011On 21 January 2011, SCDF issued new guidelines to the industry detailing the new Fire Safety Requirements for Persons with Disabilities (PWDs). These new guidelines take effect on 1 November 2011.
16 Feb 2011Dr John Keung, Chief Executive Officer of the Building and Construction Authority, presented the Eco-Office Label Certificate to MAJ Ng Soo Beng, Commander Service Support Unit, HQ SCDF. Administered by the Singapore Environment Council, the certification is awarded to organisations that demonstrate a commitment toward environmental protection.
23 Feb - 13 Mar 2011In the aftermath of a 6.3 magnitude earthquake which jolted Christchurch, New Zealand on 22 February, SCDF deployed a 55-man Operation Lionheart Contingent the following day to assist in search and rescue operations; it was the inaugural deployment of Trauma Paramedics trained to operate under different environments.
01 Mar 2011Minister of State for Education and Home Affairs Mr Masagos Zulkifli Bin Masagos Mohamad launched a new Children’s Big Book on fire safety for primary two students, entitled “The Angry Old Woman”, at Anchor Green Primary School. The project was a collaboration between SCDF, the Ministry of Education (MOE) and National Fire and Civil Emergency Preparedness Council.
12 - 17 Mar 2011A devastating 9 magnitude temblor hit Japan on 11 March, unleashing a wave of deadly tsunami and triggering a radioactive crisis due to damaged nuclear reactors. SCDF deployed five Search Specialists and five Search Dogs to Japan the next day. This represented the 13th overseas operation to be undertaken by the Operation Lionheart Contingent since 1990.
25 Mar 2011Comr Peter Lim and the Principal of Ngee Ann Polytechnic Mr Chia Mia Chiang launched the part-time Joint Diploma in Technology (Building Services and Fire Safety) at the polytechnic premises.
01 Apr 2011The Basic Rescue Training Centre (BRTC) took over the Unit Training Centre from Civil Defence Academy to form the National Service Training Institute (NSTI). NSTI is SCDF’s dedicated NS training institution offering one-stop holistic training facilities for both our Fulltime National Servicemen (NSFs) and Operationally Ready National Servicemen (ORNSmen), with the resulting increase in space and dedicated facilities allowing for the conduct of mobilisation exercises under a single command structure. With the NSFs progressing through their NS phase and later returning to the institute for training as ORNSmen, NSTI will also foster a strong sense of identity and cohesiveness.
08 - 11 Apr 2011SCDF held the annual Workplan Seminar on 8 April at the premises of our strategic partner, ITE College East - one of the rare occasions that this annual event was held outside of SCDF. Graced by then Minister of State for Home Affairs and Education Mr Masagos Zulkifli Bin Masagos Mohamad, the seminar’s exhibition segment was opened to the public on 9 and 11 April as part of the Community Bonding Day.
15 Apr 2011SCDF held the Pride and Care Dining-in Ceremony at Goodwood Park Hotel, graced by then Minister for Home Affairs and Law Mr K Shanmugam. Mr Shanmugam launched the Pride and Care Portal which integrates all Pride and Care related links, information, events and activities on the SCDF intranet. This year’s ceremony also had the highest number of awards presented, with 90 SCDF officers receiving the awards. Among these awards were the Overseas Service Medals which were presented to the Operation Lionheart Contingent which was deployed for overseas disaster relief missions immediately after the Christchurch Earthquake in February 2011 and the 2011 off the Pacific coast of Tōhoku Earthquake (Japan) the following month.
May 2011SCDF started deploying the portable, mechanical cardiopulmonary resuscitation (CPR) devices in 14 of the 36 SCDF ambulances in a one-year trial.
May 2011For SMRT Circle Line (CCL) Stages Four and Five, the MRT shelters in the Caldecott, Botanic Gardens, Buona Vista, Haw Par Villa and Labrador CCL Stations were completed, thus concluding the CCL MRT shelter project.
12 - 17 May 2011Two months after the devastating aftermath of the 2011 off the Pacific coast of Tōhoku Earthquake that hit Japan on 11 March 2011, four Civil Defence (CD) Lionhearters from Singapore Polytechnic (SP) embarked on an overseas humanitarian relief mission to Japan led by non-governmental organisation (NGO) Mercy Relief. Accompanied by MAJ Bob Tan from Public Affairs Department and a SP lecturer, they were based in Morioka City within the Iwate prefecture. They assisted in the packing and distribution of relief aid items such as food, milk and vegetable juices at the Otsuchi Supply Depot meant for the local residents, and also visited the local relief centre which served as a temporary shelter for the residents whose homes were destroyed. The CD Lionhearters were also actively involved in the launch of the Mercy Relief Children Nutrition Programme at the local Kiri Kiri Elementary School. Aimed at supplementing the nutrition of the young children, this programme reached about 1,200 children from seven local schools.
13 May 2011SSG Mohamed Hidier Bin Mohamed Yasin and SSG Shahiar Bin Mohamed Salleh were presented with the prestigious PS21 Star Service Award at the Excellence in Public Service Awards Ceremony held at the Suntec Convention Centre Ballroom. DPM, Minister in charge of the Civil Service and then Minister for Defence Mr Teo Chee Hean was the Guest of Honour.
31 May 2011Paramedic WO Rahah Binte Mohammed was presented the Healthcare Humanity Award 2011 by President S R Nathan in a ceremony held at the Istana.
02 Jun 2011CPT Joanne Lee took over from MAJ Lionel Lee as the new Commander, Tuas Fire Station, becoming the first female commander HazMat fire station in SCDF. She was also the second female commander fire station, with CPT Samantha Loke as the first female commander of then Geylang Fire Station in 2001.
13 - 22 Jun 2011HQ 1st CD Division hosted two inaugural ministerial visits in June. Mr Teo Chee Hean, Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs visited the divisional HQ (which also houses Alexandra Fire Station) on 13 June. Mr S Iswaran, Minister in Prime Minister’s Office, Second Minister for Home Affairs and Trade and Industry, made his visit on 22 June. Hosted by Comr Peter Lim, the programme lined up for both visits included presentations by Operations Department and HQ 1st CD Division on the operational roles and functions of SCDF units, as well as a tour of the division and Alexandra Fire Station with the attendant display of emergency appliances.
23 Jun 2011The annual SCDF Children Education Award was held in the HQ SCDF Auditorium, with Comr Peter Lim as the event officiating officer. 79 recipients received their awards under the three categories of the Achievement Award, Study Award and Special Award, of which there were four recipients.
01 Jul 2011The new Amusement Rides Safety Act (ARSA) was passed in Parliament on 14 February 2011, with the Amusement Rides Safety (Fire and Rescue Management System) Regulations 2011 gazetted on 24 June and effective on 1 July. There is a six-month grace period for compliance. Under the purview of both the Building and Construction Authority (BCA) and Ministry of National Development, the Act regulates the installation, operation, modification, maintenance and repair of amusement rides, including the provision of fire safety and rescue evacuation measures. SCDF’s role is to ensure, through a new licensing regime, that ride operators comply with fire safety standards and provide for rescue and evacuation measures.
05 - 07 Jul 2011SCDF and the International Cooperation Department (DCI) of the French Embassy in Singapore jointly organised a regional seminar on disaster management held at the Civil Defence Academy. The opening session was graced by joint Guests of Honour Mr Olivier Guyonvarch, Counsellor and Deputy Chief of Mission in the French Embassy and Comr Peter Lim. SCDF and the French Department of Civil Security also signed a Letter of Intent which facilitates mutual co-operation in CBRNE (Chemical, Biological, Radiological, Nuclear and Explosives) consequence management, urban search and rescue as well as fire fighting.
06 - 07 & 28 Jul 2011The third annual Initial Development Programme (IDP) seminar was conducted in two sessions to cater to different groups of officers and also to offer variety in programmes. Fort Canning Park was the venue for the Junior Officer IDP seminar from 6 - 7 July with the focus on SCDF history and heritage, while the Senior Officer IDP Seminar was held at the Singapore Discovery Centre on 28 July with the theme as “Synergising First Class Public Service with Change as a Service Champion”. Both IDP Seminars ended with fulfilling dialogue sessions with the SCDF senior management.
15 - 17 Jul 2011SCDF participated in the annual Home Team Convention held at the Suntec Singapore International & Exhibition Convention Centre. The emergency appliances on display included the SCDF Defender - a HazMat equipment for detection and surveillance, the 3-wheeler bike known as Red Scorpion, the Amphibious Vehicle and the Unmanned Surface Vessel. Visitors also used the Augmented Reality (AR), a 3-D animation display on a wide screen, to digitally transform the newly-launched SCDF Multi Utility Vehicle (MUV) into its three modules – the flood response, water supply and vegetation fire modules.
17 Jul 2011The SCDF Emergency Ambulance Services (EAS) was successfully re-certified to satisfy the requirements of an ISO 9001:2008 standard, which ensures that core operational processes are effective in delivering excellent pre-hospital emergency care to the public.
22 Jul 2011President S R Nathan hosted the President’s Appreciation Dinner for SCDF to recognise and appreciate SCDF personnel and volunteers for their tireless efforts in furthering the growth of civil defence in Singapore.  To thank President Nathan for gracing the occasion, Comr Peter Lim presented to him a specially chromed firefighter helmet as a souvenir.
28 Jul 2011SCDF responders participated in a joint exercise named Exercise Chembridge involving Malaysian and Singapore agencies including the Malaysian Fire and Rescue Department (or Bomba), the Royal Malaysian Police, Singapore Police Force, Immigration and Checkpoint Authority, National Environmental Agency and Maritime and Port Authority of Singapore. Into its eighth year, this exercise helps ensure that the agencies are fully aware of their own specific roles in a co-ordinated operation involving a chemical spillage at the Tuas Second Link.
29 Jul 2011SCDF was represented in 16 out of 23 winning projects which clinched the National CSSP (Community Safety and Security Programme) Award in a ceremony held at [email protected] Batok. Minister of State for Home Affairs and Foreign Affairs Mr Masagos Zulkifli Bin Masagos Mohamad graced the occasion.
09 Aug 2011The National Day Parade (NDP) 2011 was held at The [email protected] Bay to celebrate our nation’s 46th birthday. As in previous years, SCDF was deeply involved, ranging from the Dynamic Defence Display, to the parade segment, the sounding the Public Warning System to coincide with the “OneVoice Moment” and the operational standby for public safety. The Dynamic Defence Display saw SCDF officers in operational appliances like the HazMat Mitigation Vehicle and the newly-launched Multi Utility Vehicle, participating in an action-packed scenario involving unconventional threats together with their counterparts from SAF and SPF.  SCDF also deployed about 470 SCDF personnel on the ground to provide emergency coverage for the event.
12 Aug 2011The pioneer batch of 60 Emergency Preparedness (EP) Silver Ambassadors were appointed at the annual SCDF-C2E (Community Emergency and Engagement Committee) Forum held at the SCDF Auditorium.
Sep 2011The Fire Safety Online Processing System (FISOPS) handles all fire safety-related matters such as building plans approval, issuance of fire safety certificates and licenses, and Hazmat emergency response plans submissions. An enhanced FISOPS II was commissioned to increase its functional capacity and facilitate the SCDF regulatory and enforcement functions.
12 – 15 Sep 2011The second International Elite Rescuers Exchange (IERE) Workshop was held at the Civil Defence Academy for 43 participants from 10 regional counterparts, who also participated in the 17th CD Skills Competition held at the National Service Training Institute on 14 September.
15 Sep 2011Held at the National Service Training Institute, Mr Teo Chee Hean, Deputy Prime Minister, Co-ordinating Minister for National Security and Minister for Home Affairs graced the Civil Defence Day Parade for the first time. The CD Lionhearters Club also made its inaugural appearance among the parade contingent.
28 Sep – 5 Oct 2011A fire broke out at a manufacturing facility on Royal Dutch Shell's Pulau Bukom Oil Refinery, involving petroleum products from pipes in the tank farm at the facility. SCDF deployed 34 emergency vehicles and about 100 firefighters for this joint operation with its Company Emergency Response Team (CERT). The fire was extinguished on 29 September, and all SCDF resources withdrew from Pulau Bukom on 5 October.
Oct 2011To strengthen the collaboration with non-governmental organisation Mercy Relief (MR), a SCDF Officer was attached to MR for one year to facilitate the CD Lionhearters’ overseas missions and other SCDF projects.
4 Oct 2011The Civil Defence Heritage Gallery bagged the Best Exhibition Award at the inaugural Museum Roundtable (MR) Awards 2011 ceremony held at the Asian Civilisation Museum. Graced by Dr Yaacob Ibrahim, Minister for Information, Communications and the Arts, only four winners emerged from the 41 submissions for the awards.
11 Oct 2011SCDF was awarded the prestigious Watermark Award by the national water agency PUB for our contribution to water conservation and environmental sustainability.
12 - 14 Oct 2011SCDF and the National Fire and Civil Emergency Preparedness Council (NFEC) jointly organised the inaugural Fire Safety Asia Conference (FiSAC) Singapore 2011 at Suntec International Exhibition and Convention Centre. It attracted about 280 building fire safety professionals from all over the. The NFEC Patron-in-Chief Mr Teo Chee Hean, the Deputy Prime Minister, Co-ordinating Minister for National Security and Minister for Home Affairs, was the Guest of Honour. Mr S Iswaran, Minister in the Prime Minister’s Office, Second Minister for Home Affairs and Trade and Industry graced the Awards Gala Dinner in the evening.
25 Oct 2011At the Home Team InnoFest held at Republic Polytechnic and graced by Minister of State for Home Affairs and Foreign Affairs Mr Masagos Zulkifli Bin Masagos Mohamad, CPT Daniel Ng landed the Home Team Innovation Activist Champion award, with MAJ Chew Keng Tok and CPT Eric Lee winning the merit award. Eleven SCDF officers were awarded the MHA Star Service Award - CPT Eric Lee, WO Mohd Sharif Bin Mohd Saleh, WO Raizal Bin Md Rased, SSG Dinesh Babu S/O T P Ramasamy, SSG Nur Nadiah Bte Norman, SSG Herman Bin Ramlan, SSG Ramlanros Abdul Rahman, SSG Patsy Choo, SGT Raihan Bin Md Yusuf, SGT Hafiz Bin Mohd Ali and SGT Liu Jianming.

Nov 2011SCDF is collaborating with LTA on a research to better understand the effects of fire in a sprinkler-protected road tunnel. The first phase was implemented in November 2011 involving laboratory fire tests to study the effectiveness of fire suppression system; the second phase will involve actual full-scale fire tests in road tunnels.
9 Nov 2011The National Fire and Civil Emergency Preparedness Council (NFEC) celebrated its Silver Jubilee at Orchard Hotel. The Guest of Honour was the NFEC Patron-in-Chief Mr Teo Chee Hean, Deputy Prime Minister, Co-ordinating Minister for National Security and Minister for Home Affairs. DPM Teo launched its 25th Anniversary Commemorative Book entitled “To Ready A Nation”.
10 – 11 Nov 2011The Multi-Utility Vehicle (MUV) was one of the three gold award winners for the Best PS21 Project, at PS21 ExCEL (Excellence through Continuous Enterprise and Learning) Convention 2011 held at the F1 Pit Stop.
10 - 25 Nov 2011Exercise Northstar VIII was conducted in phases, culminating in the Ground Deployment Exercise on Jurong Island on 25 November. A chlorine tank exploded in a chemical company, followed by two car bombs which detonated along the Jurong Island causeway. SCDF responders conducted joint operations with the Company Emergency Response Team (CERT) and related agencies to handle the co-ordinated terrorist attack. About 1,200 personnel from 18 government agencies and 600 staff from 27 companies took part.
22 Nov 2011The Civil Defence Heritage Gallery celebrated its 10th Anniversary, in a ceremony officiated by Minister of State for Home Affairs and Foreign Affairs Mr Masagos Zulklifi Bin Masagos Mohamad. The event also raised $105,834 for the President’s Challenge.

5 - 16 Dec 2011MAJ Ow Yong Tuck Wah led a scoping team to conduct training needs assessment in Myanmar in November. In December, the first customised International Urban Search and Rescue (IUSAR) course for Myanmar Fire Services Department was conducted for 95 cadet officers at the Central Fire Services Training School in Pyin Oo Lwin, Mandalay.
7 - 16Dec 2011Twenty ITE-CD Lionhearters (College East) joined Mercy Relief in a rebuilding project in Magelang in Java, Indonesia, which was affected by the Mount Merapi eruption from October to December 2010.
27 Dec 2011SCDF issued a circular to the building industry permitting the conditional use of lifts during emergencies. While exit staircases will remain the primary means for evacuation, SCDF allows the use of lifts as a secondary means under certain conditions – e.g. firefighters or the Community Emergency Response Team (CERT) must supervise the use of lifts to evacuate persons requiring assistance.
