CD NSmen & NSF

To further recognise and enhance the contributions of National Servicemen, the Fifth Committee to “Recognise the Contributions of Operationally Ready National Servicemen to Total Defence”, or RECORD V, was convened in March 2009. The RECORD V Committee meetings have concluded, and their recommendations were announced at a press conference on 27 Aug 2009 at the SAFRA Jurong Clubhouse.

These recommendations, which will be implemented for the SCDF Fulltime National Servicemen (NSF) and the CD NSmen (Civil Defence NSmen), include the following:

To better recognise the contributions of our CD NSmen as they gain more years in service, an increment will be given for every active workyear for which the CD NSman is called up, subject to the satisfactory completion of their in-camp trainings (ICTs). The revised increment structure is defined below:

To ensure that the CD NSmen in operational vocations to receive a premium in their allowances, a new operational allowance of $200/month will be introduced for IRC ORNSmen (Operationally Ready NSmen) who are involved in an additional 10-day frontline operational attachment. The newly introduced operational allowance for the IRC will benefit CD NSmen who do not claim make-up pay.

To recognise the contributions of the CD NSmen who hold key command appointments, those holding more senior appointments (known as Key Appointment Holders or KAH) are paid the KAH allowance, while those holding less senior appointments (known as Command Appointment Holders or CAH) are paid the CAH allowance

In recognition of the greater demands of NSmen who are holding command appointments (as opposed to staff appointments), they will receive a Command Appointment allowance add-on to their current allowance. The add-on will be set at 20% of the current KAH or CAH allowance drawn by the NSmen.

To better reflect their larger role and responsibilities, SCDF NSF and ORNS junior commanders and specialists will receive an increment in their rank allowances. This will significantly increase their rank allowances relative to the enlistees, while still maintaining a premium for officership. The revised allowance is as follows:

To recognise the importance of family support for our CD NSmen, those who perform well (top 5 %) during ICTs and ORNS will be awarded with $100 HomeTeamNS vouchers which can be used at HomeTeamNS chalets, facilities as well as Food and Beverage outlets.

As completion of Full-time NS is an importance milestone, the NSFs will be presented with a ORD (Operationally Ready Date) gift or memento when they complete their Full-time NS stint.
