Regulating CD Shelter Design & Construction

The Civil Defence Shelter Engineering Department (CDSD) of the Special Functions Division, Building and Construction Authority (BCA) vets and issues notice of approval of shelter plans, and conducts regulatory inspections and commissioning of shelters.


QPs engaged by owners or developers are to ensure that the design of household or storey shelters complies with the "Technical Requirements for Household Shelters 2008" or "Technical Requirements for Storey Shelters 2006", whichever is applicable. QPs have to ensure that plans of household or storey shelters are prepared, submitted for approval, constructed and commissioned in accordance with the "Guidelines for Plan Submission, Construction and Commissioning of Household or Storey Shelters". It is available in BCA website.


To facilitate early approval of household or storey shelter plans, QPs are advised to consult the Civil Defence Shelter Engineering Department of the Special Functions Division, Building and Construction Authority early (at Tower Block, MND Complex). QP may submit application for formal consultation with CDSD or attend walk-in design consultation during office hours between 9:00 am and 5:00 pm.


As a co-regulator working hand in hand with the BCA, the Shelter Operations & Management Branch (SOMB) of the Fire Safety & Shelter Department (FSSD) under the Singapore Civil Defence Force (SCDF) processes shelter waiver applications and conducts inspections of CD shelters.


QPs engaged by owners or developers are to ensure that the proposed waiver provisions for household or storey shelters are of equivalent protection level, when compared with the "Technical Requirements for Household Shelters 2008" or "Technical Requirements for Storey Shelters 2006", whichever is applicable. QPs have to ensure that only plans relevant to the waiver application are prepared and submitted as attachments with the shelter waiver application form to FSSD.


To facilitate processing of household or storey shelter waiver applications, QPs are advised to seek pre-submission consultations with FSSD. QPs may submit applications for formal consultations with FSSD or seek walk-in consultations during office hours between 8:30 am and 6:00 pm on weekdays.
