"The changes over the past 10 years have been tremendous but over the next decade I foresee that the pace of change will be even more rapid. We must evolve with the times, keep up with changes in technology, adapt to face the challenges ahead or we risk becoming irrelevant."

"History has taught us that war, or any form of life-threatening national crisis, knows no geographical barriers, makes no distinction between front and rear lines, or civilian and military targets. When we are caught unprepared, the worst can and does happen. Now, time is on our side and opportunities are aplenty for us to learn civil defence. Let us not be caught in a situation whereby our civil defence preparation is again 'too little, too late'."

| |
The international Civil Defence triangle features prominently in the crest. The equilateral blue triangle symbolises the three main areas of Civil Defence — fire safety, first aid, and rescue and evacuation.
Our state shield is set on the triangle, which is garlanded by a laurel of leaves, signifying the formal status of the SCDF as a national organisation.
The green laurel, with a red ribbon, represents the honour of service in the Civil Defence. These are supported by a blue banner with the white inscriptions "Civil Defence Singapore". Blue, the colour of the SCDF, stands for loyalty and dedication to the nation and citizens. |
