Community Emergency Preparedness Programme (CEPP)

 
 

Introduction

In light of the new security environment, SCDF has consolidated and enhanced its instructional, face-to-face public education programme. Called the CEPP, the revamped programme was launched in September 2003 at the 4 Civil Defence Division Headquarters (CD Division HQs). The modular-based programme provides both theory and practical training and comprises 5 modules which cover First Aid, Cardio-Pulmonary Resuscitation (CPR), Fire Safety and Casualty Evacuation, Emergency Preparedness for War and Emergency Preparedness for Unconventional Threats.

The programme is conducted daily at the 4 CD Division HQs on weekday evenings from 7.00 pm to 9.30 pm and on weekends (Saturday from 2.00 pm to 7.30 pm, Sunday from 9.00 am to 6.00 pm). The modular training package offers the residents the flexibility to choose to attend any of the 5 modules or to attend all at their own pace. In view of its popularity, the SCDF has improved the programme’s accessibility by having the classes conducted at the community heartlands itself.

  • Triangle of combustion

  • Methods of extinguishing fires

  • Classification of fires

  • Method of operating an extinguisher

  • Smoke detectors

  • Actions to take when a fire breaks out

  • Actions to take when you are trapped in a fire situation

  • Actions to take when your clothes catches fire

  • Actions to take when evacuating from buildings

  • Casualty Evacuation

Thursday

Emergency Procedures – (4th Module)

  • Peacetime emergencies on lightning, floods, tremors, tsunami and power outage

  • Emergency Procedures on Water Distribution, Food & Fuel rationing and Blood Donation

  • Stockpiling of essential household items

  • Public Warning System

  • Shelter Protection

  • Defensive precautions

Unconventional Threats – (5th Module)

  • Handling chemical threats

  • Handling biological threats

  • Decontamination procedures for affected persons

  • In-Place Protection (IPP)

  • Handling bomb threats

  • Public transport security
