Where can I apply for import/
storage/ transport licences?
The application for the licences can be done online via the
following the e-services
section.
Note: Industries should apply for a storage licence first before
applying for an import licence as the import licence application
requires the industries to key in the storage licence reference
no. Licensable petroleum products or flammable materials require
a proper storage premise (certified by SCDF) before the products
or materials are to be imported.
- Does SCDF regulate export of
the licensable products?
No, SCDF only regulates the import of licensable products.
- What is meant by the definition
of petroleum and/or petroleum-based products?
Basically, these are hydrocarbons (HCs) that contain only atoms
of carbon and hydrogen. They are categorized under two types:
aliphatic (straight-chained structure) and aromatic (ring structure).
E.g. compounds containing O, Ca or Cl atoms such as NaOH (sodium
hydroxide) and Ca(Cl)2 (calcium chloride) are not classified
as petroleum or petroleum-based products.
E.g. compounds containing only C and H atoms such as C4H10
(butane) and C7H8 (toluene) are classified as petroleum or petroleum-based
products.
- How do I classify my petroleum-based
products as Class 0, Class I, Class II or Class III petroleum?
You should refer to the overall flashpoints available in the
MSDS of the products. Generally, the classifications are as
follow:
Class 0: LPG
Class I: Flash-point below 23 degree C
Class II: Flash-point between 23 degree C and 61 degree C
Class III: Flash-point between 61 degree C and 93 degree C
- What are the products or materials
to be licensable under SCDF’s licensable petroleum and flammable
materials (FMs) list?
Products or materials which are licensable include:
a) The 237 flammable materials (FMs) under the SCDF FM list
with flashpoints of < 61 deg C.
b) The 57 chemicals or petroleum by-products (which basically
are hydrocarbons that contain only atoms of carbon and hydrogen)
with flashpoints of < 61 deg C (list is non-exhaustive, more
chemicals may be added in future and industries would be informed
of any amendments or additions).
c) Product mixtures, containing chemicals from FM or Petroleum
list with an overall flashpoint of < 61 deg C.
Hence, for a chemical or product mixture, with flashpoint <
61 deg C, which is not under the FM or Petroleum list, it will
not be licensable. For a chemical or product mixture, with flashpoint
> 61 deg C, which is under the FM or Petroleum list, will
also not be licensable.
For products with flashpoint > 61 deg C, only diesel will
be licensable, based on the Fire Safety (Petroleum and Flammable
Materials) Regulations 2005.
