Transport Licenses for Petroleum/Flammable Materials

 
 
  1. What quantities of petroleum products are required to apply for a transportation licence?

    a. Transport in a vehicle exceeding the following quantities:

    Class of petroleum

    Quantity

    Class 0 petroleum


    Total of 130 kg (gross weight) in not more than 2 cylinders

    Class I petroleum

    20 litres

    Class II petroleum

    200 litres

    Class III petroleum

  2. What quantities of flammable materials are required to apply for a transportation licence?

    a. Transport in a vehicle exceeding the following quantities:

  3. Are there any restrictions for the maximum quantity of licensable products to be transported?

    The laden weight of any vehicle transporting petroleum in packages or in bulk shall not exceed:

    - The maximum laden weight of the vehicle as approved by the Registrar of Vehicles; or

    - Any of the following quantities:

    a) 18 kilolitres water capacity in the case of transportation of Class 0 petroleum in bulk

  4. b) 28.4 kilolitres water capacity in the case of transportation of Class I or II petroleum in bulk,

    Whichever is lower.

  5. Where can I send my vehicle for inspection in order to obtain the transport license for Flammable Material/Petroleum?

  1. Can I use square tanks to transport diesel?

    Square tanks can be used to transport diesel only if these tanks have met fire safety requirements for bulk transportation, and have been certified and inspected by a PE according to the following requirements:

    - Design calculations on the tank
    - Hydrostatic and radiographic tests on the tank

    In addition, the vehicle transporting with square diesel tank must comply with the fire safety requirements for Bulk Transportation and have a Petroleum/Flammable Materials Bulk Transportation Licence. The Vehicle Log Card must also be changed to indicate that the vehicle is a Road Tanker.

  2. How do I apply for a transport license and what are the requirements I need to comply with?

    You can logon to the e-services section and click “Apply” under “Petroleum and Flammable Materials Transportation License”. Information on the requirements are also available at the website.

  3. What are the fees for the application of the transport licence?

    The fees for the SCDF transport license are $70 per licensed vehicle, for the transportation of any petroleum or flammable materials (FMs) or both.

  4. What vehicles are subject to the transport licensing scheme under the Fire Safety (Petroleum and Flammable Materials) Regulations?

    All local and foreign registered (e.g. Malaysian-registered) vehicles such as road tankers, prime movers, trailers and lorries carrying licensable petroleum and flammable materials are subjected to the transport licensing scheme and the licensing requirements stipulated under the said regulations.

  5. What are the main requirements to note under the Fire Safety (Petroleum and Flammable Materials) Regulations for vehicles transporting licensable petroleum and flammable materials on Singapore road?

    All local and foreign registered (i.e. Malaysian-registered) vehicles transporting licensable petroleum and flammable materials:

    a. Transport licence (vehicle safety conditions to be assessed by a third party inspection)

    b. Driver of licensed vehicle to hold a valid HazMat Transport Driver Permit (HTDP)

    c. An approved Transport Emergency Response Plan (TERP) available in driver’s cabin.

  6. If my driver resigns from the company, can I transfer his Hazardous Materials Transport Driver Permit (HMTDP) to another driver?

    No, the HMTDP is not transferable.

  7. Can I apply for a transport licence for a vehicle that I do not own?

    Where the applicant for a licence to transport any petroleum or flammable material or both in any vehicle is not the owner of the vehicle, the application shall be accompanied by the consent in writing of the vehicle owner or of the legal personal representative, if the owner is deceased.

  8. How do I prepare the TERP?

    Click in the link to access to the “Procedures for SCDF Approval of Transport” under “For Package Transportation” or “For Bulk Transportation” for the guidelines on the TERP.

    Submission of TERP for approval is to be made to the SCDF Operation officer.

  9. What vehicles are required to have installation of tracking device and orange- colored: color code: 3284 (CW84) or Sikkens LP2B licence plates?

    Licensed vehicles carrying:

    - scheduled petroleum and flammable materials of total net quantity exceeding 3 metric tonnes

    - Hydrogen in long tubes (tube trailers)

    - liquefied ammonia, chlorine, hydrogen (CWride, hydrogen fluoride and methyl chloride of total net quantity exceeding 1 metric tonne

    - Arsine, phosphine and phosgene gases in any amount.

    Incoming foreign vehicles at Tuas Checkpoint will be mounted with portable tracking devices (instead of fixed tracking devices) subjected to a rental fee of $10 per device per day. The vehicles are also required to display the approved orange-colored vehicle licence plate before entry into Singapore is permitted.

  10. What should I do if my local registered vehicles are required for the installation of tracking devices and orange-colored [color code: 3284 (CW84) or Sikkens LP2B] licence plates?

    Once the registration form has been cleared by the officer, the industries can contact SCDF’s vendor, Astrata System (Pte) Ltd, for the installation of the fixed tracking devices and orange-colored licence plates.

  11. What is the cost of installing the tracking device?

    Industries may liaise with Astrata Systems (Pte) Ltd for the case details. Contact details as stated above.

  12. How can I find out more about the requirements of transportation of petroleum and flammable materials and tracking of vehicles transporting hazardous materials?

    Industries can refer to the circular on SCDF website.
  13. Can my prime mover (with tracking device) tow a trailer belonging to another company? If so, who will be held responsible for any violation?

    Prime movers and trailers that transport petroleum and flammable materials must first be licensed by SCDF. If the net weight of the hazardous goods carried is more than 3MT, the prime mover and trailer must then be fitted with the tracking devices, and bear orange-colored licence plates. Prime movers with tracking devices are allowed to tow any trailers for transportation of non-dangerous cargoes. However, all trailers with RFID tags are to be used only for transportation of flammable and/or hazardous cargoes. In the case of a violation, both licensed prime mover and licensed trailer companies would be held responsible. The onus is on the licensed prime mover company to ensure that the trailer company that they have liaised with has complied with the regulations.

  14. Can I use my licensed vehicles to transport non-dangerous goods?

    Industries are to fax in a notification form in advance to the SCDF officers manning the tracking system before transportation of the non-dangerous goods. Without the notification form, it would be assumed that the licensed vehicle is transporting dangerous goods. The notification form is available on SCDF website.

  15. Can I use my prime mover (installed with tracking device) after the restricted hours for other or personal use at night and on Sundays/Public Holidays?

    Yes. However, the company is to notify the SCDF officer manning the tracking device system by faxing in a notification form 24hrs in advance (see notification form in circular.)

  16. Can I install permanent tracking device for Malaysian vehicles?

    No. SCDF will be exploring the option of this proposal with the Malaysian transport authority. As of now, the practice would be to install portable tracking devices for Malaysian vehicles.

  17. What is the fee for the installation of the portable tracking devices for vehicles entering Singapore at Tuas Checkpoint?

    Incoming vehicles to Tuas Checkpoint must pay a rental fee of $10 for the portable tracking devices whenever they are transporting hazardous materials (exceeding 3 MT in transportation of Petroleum & Flammable Materials and exceeding 1 MT for Hazardous Substances). In addition, each foreign vehicle would need to pay a one-time security deposit of $1300/- for the device.

  18. How is the Hazardous Materials Transport Driver course different from the Hazardous Material Drivers’ course conducted by PSA Institute?

    The Hazardous Materials Transport Driver course is designed to ensure that drivers transporting hazardous materials are competently trained to prevent and mitigate accidental releases. The course is not different from the current Hazardous Material Drivers’ course conducted by PSA Institute. Instead, it is a revision of the current course to enhance the course contents, most notably in the areas of practical emergency response actions.

  19. There is an assessment test at the end of the Hazardous Transport Driver course. It is a concern that a lot of the participants might fail the test, as they may not be highly educated.

    The main objective of the Hazardous Materials Transport Driver course is to provide drivers of hazardous materials vehicles with the necessary knowledge and skills to handle emergencies. The assessment test is a necessary means to ensure that the participants are competently trained. It is not meant to restrict the number of drivers or disadvantage anyone. The assessment test will remain simple and in the form of multiple-choice questions.

  20. Do Malaysian drivers need to undergo the Hazardous Materials Transport Driver Course?

    Yes, regardless of which country the drivers come from. As long as the transportation of hazardous materials is done on Singapore roads, the drivers concerned are required to attend the course.
