- What are the exemption quantities
if I am storing different kinds of Petroleum or Flammable Materials?
Mixed storage or keeping of any petroleum and flammable material,
or more than one flammable material, in separate containers or
compartments within any premises shall be exempted from the requirement
of a licence if:
(a)- Where all the substances are solids, their aggregate weight
does not exceed 20kg;
E.g. If you store several kinds of petroleum/flammable materials
of which all are solids, for instance, aluminum powder, calcium
carbide and calcium silicide, you require a storage licence
if the overall quantity of all such solids together exceeds
20kg.
(b)- Where all the substances are liquids, their aggregate
volume does not exceed 40 litres:
E.g. If you store several kinds of petroleum/flammable materials
of which all are liquids, for instance, butanol, chlorobutane
and acetone, you require a storage licence if the overall quantity
of all such liquids together exceeds 40L.
(c)- Where all the substances are gaseous, their aggregate
weight does not exceed 10kg; or
E.g. If you store several kinds of petroleum/flammable materials
of which all are gases, for instance, acetylene, hydrogen and
ethane, you require a storage licence if the overall quantity
of all such gases together exceeds 10kg.
(d)- Where the substances are in mixed states, their aggregate
weight does not exceed 20kg.
E.g. If you store several kinds of petroleum/flammable materials
of which consist of solids, liquids and gases, for instance,
calcium carbide, acetone and acetylene, you require a storage
licence if the overall quantity of all such solids, liquids
and gases together exceeds 20kg.
- Is there any exemption if I am
storing mixtures containing Petroleum or Flammable Materials or
both?
The storage or keeping of any mixture with a flashpoint of
more than 61°C containing any petroleum, any one or more
flammable materials, or both petroleum and any one or more flammable
materials, shall be exempted from the requirement of a licence.

What is the exemption quantity for diesel storage at construction
worksite that does not require a Storage licence?
The exemption quantity for diesel storage at construction worksite
that does not require a storage licence is not more than 1,500
litres. This is on condition that only diesel and no other petroleum/flammable
materials are being stored. However, if there is other petroleum/flammable
materials storage, then the exemption quantity will follow that
as stated in Question 1.
- What are the flammable materials
(FM) that are exempted from application for a storage licence?
There are 237 classes of Flammable Materials that are licensable.
Industries may refer to the full list of these classes for the
exemption quantities that are under Second Schedule of the Fire
Safety (Petroleum and Flammable Materials) Exemption Order 2005.
- How do I apply for the petroleum
and flammable materials storage licence for construction worksite
and for industrial premises?

- The Fire Safety Certificate (FSC)
is one of the supporting documents that I have to submit for application
of the storage licence. Which FSC is this?
The FSC that has to be submitted for the storage licence is
the one that has been issued by Fire Safety and Shelter Dept
(FSSD), for the plan which has been approved for the storage
of petroleum/flammable materials in the particular premise for
which the licence is being applied.
- Who are to engage the Registered
Inspector (RI) to conduct the inspection for the storage premises?
The owner of the premises will engage the RI.
- Will I need to apply for new
license if I have new additions of petroleum/flammable materials
to my existing license?
No. However, you will need to inform SCDF (Fire Safety &
Shelter Dept) about the new additions of petroleum/flammable
materials to your existing license.
- If I need to add in more licensable
products for my storage licence after submission of online application,
what should I do?
You can inform SCDF by referring to the following Licensing
officers.
- What are the fees for the application
of the storage licence?
The fees for the storage licence depends on the quantity of
petroleum products or flammable materials (FMs) stored in the
premises as well as the types of products, i.e. petroleum, FMs
or both. The schedule of fees are as follows:-

What is the sequence for application for a storage licence?
- What are the certification require

In place of the hydrostatic and radiographic tests, the following
certification by PE (Professional Engineer) will be acceptable:
- Visual inspection of the tank by PE.
- Static leak test by filling the tank to maximum volume with
diesel.
- Visual checks by the PE on the welds and joints .

for square storage tanks for diesel?
For square tanks for diesel storage, the following certification
by PE (Professional Engineer) is required:
- Design calculations on the tank.
- Hydrostatic and radiographic tests on the tank.
- Can I apply for storage licence
for a premise that I do not own?
Where the applicant for a licence to store or keep any petroleum
or flammable material or both at any premise is not the owner
of the premise, the application shall also be accompanied by
the consent in writing of the owner of the premise or of the
legal personal representative, if the owner is deceased.
