Before application of the import license, you should check
that the premises for storage of the petroleum or FM have a
storage licence if the FM is stored within Singapore.

- What are the fees incurred for
the application of the import licence?
Application for an SCDF import licence is free. Industries
are required to renew their licences if their old licences have
expired.

My online application for a Cargo
Clearance Permit (CCP) was rejected by TradeNet. I’ve
been informed by Customs that my products are licensable under
SCDF. However, the products are not under the Petroleum and/or
FM list. What should I do?
Some products which are not licensable under SCDF may share
the same HS Codes with SCDF’s licensable products. Industries
are to check with other Control Agencies (CAs) before declaring
that their products are not controlled by any of the authorities.
They can then declare the Product Code as “MISC”.
- I’ve encountered rejection
for my CCP application via TradeNet, what should I do?
Industries are to check the following before they submit their
CCP applications via TradeNet:
a) Entry of import licence no. (FIXXXXXXXX) into licence no.
field
b) Entry of storage licence no. (FSXXXXXXXX/PSXXXXXXXX/DSXXXXXXXX)
into additional/ other reference no. field
c) Entry of correct import & storage licence nos.
d) Entry of correct HS Codes & Product Codes
e) Entry of correct transport mode, THQ (Tuas CheckPoint)
f) Entry of correct U.O.M (unit of measure)
Industries should take note of the expiry dates of their import
and storage licences and renew the licences well-in advance
before expiry.
- I am importing very small quantities
of Petroleum and Flammable Materials samples for laboratory use.
I need not apply a Petroleum and Flammable Materials Import Licence
because my laboratory samples are within the exemption quantity.
How can I apply for the declaration at TradeNet?
For products that are under exemption quantities, the applicant
is required to request for a temporary licence number from SCDF.
Once the licence number has been issued to the respective company,
the applicant should enter this number into the licence number
field so that the TradeNet system would approve the application.

I need to import some flammable materials
but somehow cannot find the HS and product codes under the SCDF
list of licensable petroleum and flammable materials. Which
HS and product codes should I use to use for declaration in
TradeNet?
Industries are advised to check the Product Description, HS
Code and Product Code of SCDF’s licensable products. If
the Product Description of their product is not under any of
SCDF’s licensable products, their products are not licensable
by SCDF. They can declare using their previous HS Codes and
Product Codes.
However, if the products (not under SCDF’s licensable
list) have the same HS Codes as that of the SCDF licensable
products, they are to countercheck with other Control Agencies
(CAs) as some products are regulated by other agencies. Upon
confirmation that the products are not under other CAs’
control, they can then declare their Product Codes as “MISC”.
- My declaration for import of
petroleum and FM in TradeNet was rejected, what should I do?
For problems regarding online declaration for TradeNet, for
import of petroleum and FM licensable by SCDF, industries can

What should I do?
SCDF would issue a temporary import licence number to assist
industries to clear their incoming urgent shipment. The request
